Well, it can't be (a) because you can release a lot of heat but if you have a big load (like you are trying to heat a lot of water) there won't be much of a temperature change.

It isn't (b) because you can obviously make a big fire or a little fire with the same atmospheric pressure and the big fire releases a lot more heat

It isn't (d) because the amount of heat released doesn't depend on how you measure it. If you measure it well or poorly or don't measure it at all it doesn't change the amount of heat actually released.

So, it must be (c) which makes sense. The moles of reactants involved is just another way of saying the amount of propane and oxygen that was reacted, or the amount of propane that was burned.
